I am writing to seek for your assistance in repairing the telephone which does not work when I just moved in the apartment. Please fixed it as soon as possible. I think the best time for repairing is between 17:00 to 19:00. I am eagerly waiting your reply to this matter.

I would write it something like this:
"Dear Madam,
I am writing to ask for your assistance. The telephone hasn't worked since I moved into the apartment. / The telephone stopped working just after I moved into the apartment. (I'm not sure which one you mean - Ian) I hope you can get it fixed as soon as possible. For me, the best time for repairs is between 17:00 and 19:00. I look forward to your reply.

It is sorry to inform you of the fact that the telephone in my apartment is out of order. Please have it repaired as soon as possible.
