Dear teachers,
Can you tell me which is the right answer?
In their driving lesson, they learned a traffic rule that at no time ___ be parked in a manner which will block emergency service.
A. can B. shall

Needs a subject! I put "cars". It goes after the verb because the negative adverbial phrase "at no time" is followed by an inversion.
But to answer your question, both can and shall sound OK to me. Can is probably more normal for a rule, as shall sounds very strong, as if you are totally confident the rule will be obeyed.

"Shall" is the correct usage. "Can" implies ability�of course cars CAN park in a manner which will block... but the rule is they SHALL not be allowed to. _________________ TAO |
