Hi
I am confused about the following sentence.
〞Please contact Amy to arrange an interview by no later than May 25.〞
Am I supposed to contact Amy by no later than May 25 or an interview should be done by no later than May25?

It means contact by the 25th. Probably. But it's badly written.
〞Please contact Amy by no later than May 25 to arrange an interview.〞
would be much clearer.

I would add:
Please contact amy to arrange an interview later on by May 25. |
