Hello,
As the sentence says,
When it comes to traveling abroad, money, time, and energy are what you cannot do without.
Is it grammatically acceptable to say, "...are all you cannot do without"?

It's not wrong, technically, but it doesn't sound great!
Try it with "the only things" instead of "all" and it would be better.
