Hello,
As the sentence says, "I am going to find out who was the first one that started making noise."
I wonder which of the following is correct (or maybe both are correct) if it is re-written:
I am going to find out who was the first one to start making noise.
I am going to find out who was the first one to have started making noise.

Well, technically, in all the sentences "was" should be moved to the end, as it's not actually a direct question, so the verb and subject shouldn't be inverted.
But a lot of native speakers would say them as you've written them, so I wouldn't worry about it too much.
Apart from that, all are correct. "...to have started..." sounds very formal and a bit odd, though.
