1. Trouble started before I had left the airport. Which action happened first?

2. I ordered 3 tacos. The lady told me there were fish, chicken and beef. What would I like? How do say if I want to express that each kind for each taco?

The trouble happened first.

If I understand you correctly, you want one of each flavour taco?
In that case you ask for, "one of each"

eg. YOU: I'd like 3 tacos please"

LADY: We have fish, chicken, and beef; which would you like?

YOU: I'd like one of each, please.

1st event: the trouble started, and then...
2nd event: I left the airport.

The 2nd event is often marked by 'had'.

I had left the airport (2nd event)

You would say, "One of each, please." (One of each means, one fish taco, one chicken taco, and one beef taco).
