Here is what President Obama wrote in Robben Island:
The world is grateful for the heroes of Robben Island, who remind us that no shackles or cells can match the strength of the human spirit.
Why did he use "is grateful for" instead of "is grateful to"?

Good question!
Grateful for, here, is more like "glad they exist", less personal.
Usually we are grateful for things and grateful to people.
Must admit, not sure exactly why he uses it. Maybe the world is too big to be "grateful to" a group of people.
