1.We are not restricted as regards time.
2.We are not time-bounded.
Does the expression `time-bounded´exist? If so, does 2. mean the same as 1. ?

1.We are not restricted as regards (to) time.
2.We are not (time-bound). [bound is already past tense]
They both have the same basic meaning. More often, we simply say:
There is no time restriction.
