What is a bridge issue?

Criminal Justice Overhaul Is Becoming a Bridge Issue

Talk about mixed company. A widely varied group of Republicans and Democrats, conservatives and liberals, cabinet officers and Hollywood types will gather on Thursday at a Washington hotel for a major bipartisan summit meeting on criminal justice overhaul.

I read the article you are quoting. As you probably know, the Democrats and Republicans haven't agreed on much for quite some time, and it has made governing difficult. In this article, the author says that the bipartisan meeting on criminal justice overhaul seems to be an issue that could bridge the gap between the various groups. At least that is my interpretation.
