Regardless of the type, be sure pots to have drainage holes, and use pot feet or shims to raise them about a half-inch off the ground to allow water to drain away.

1. Why is 'be sure pots to have' ungrammatical?

2. What words or phrases can 'be sure pots to have' be replaced with?

Thank you.

You don't need a "to" in this case. It means "be sure that the pots have drainage holes" or you can drop the "that" and say, "be sure the pots have drainage holes."
