Trump asserted that Cruz is not eligible for presidency. So is "dismiss questions" below opposite to it in meaning?
After months as Mr. Trump’s closest ally in the race, Mr. Cruz pointedly noted that Mr. Trump had dismissed questions in the fall about Mr. Cruz’s constitutional eligibility given his birth to an American mother living in Calgary, Alberta.

To say that he "dismissed questions" means that he ignored the questions about Cruz's eligibility. At that time, he didn't feel they were worth addressing.
