What are caveats in the context below?
President Trump said that he would announce his decision on whether the United States would honor the landmark climate change pact at 3 p.m. Thursday. Mr. Trump has had shifting opinions on what was one of his main campaign points, and an official said that caveats may accompany a withdrawal.

The dictionary says that "caveat" means "a warning or proviso of specific stipulations, conditions, or limitations." but I don't know if he had any stipulations when he pulled out. I doubt it. |
