Plural noun as an attribute

Dear all, please, help me to understand.

I remember such a rule from school, that a plural noun cannot serve as an attribute and that we should use only single forms in this function. But very often I come across such examples, which make me confused again:

1) "We are changing our name from Taser to Axon to reflect the evolution of our company from a less-lethal weapons manufacturing company[/b] to a full solutions provider of cloud and mobile software, connected devices, wearable cameras, and now artificial intelligence, " company founder and CEO Rick Smith says in a statement. [Americam Corpora, MAG: The Verge]
2) DRUGS A-Z LIST [https://www.rxlist.com/drugs/alpha_a.htm]
3) Social Studies Program Evaluation of the West Windsor-Plainsboro Regional School District

And many others.
So, does it mean, that we CAN use plurals in such cases? Maybe we can if we mean a variety of types of an item by this plurals?[/b] Does it mean that I can write "Drugs manufacture", or I can only write "Drugs' Manufacture" or "Drug Manufacture" (even if I mean various drugs)?
