Due to the President Bush's plan of manned space flight to Moon and Mars and its policy being favorable of antiterrorism activities,the buget for reserch and development in the field of science and technology for coming five years is to be cut and become low level unprecedently.
Because of the budget deficit reaching 5210 bilion dollars this year, the budget for reserch and development in the non-national defence field was oppressed. Democrats and economic schollars blame it for the policy for the coming presidential election.
