Which are correct:

1-We make as good cars as they do.
2-We make cars as good as they do.
3-We make cars as good as the ones they make.

Does 2 mean:
a- we fabricate cars that are as good as the cars they fabricate
or:
b-we improve cars as much as they do
(we take cars and make them good as much as they do).
