Its characters fall in and out of love but neve quite manage to *come of age*.
Does anyone know what that means?

To "come of age" means to mature, or to grow up.
The sentence sounds like it comes from the review of a book or movie. It means that although the story characters have several love affairs, they never really mature or grow from their experiences.
