Yes, you are right!
It is similar to having a "Secret Pal." It is often done among colleagues at a workplace or women at a church, for example.
Everyone writes his name on a paper. Then, you choose one name (not your own, of course) and keep it a secret. You buy the person a gift, usually under a certain price (say, $5 or $10). At a party or gathering, everyone gets his gift and opens it. After that, the secret name of the giver is revealed. People say something like, "so YOU'RE my 'Secret Santa'!" Then, of course, you thank him/her.
It is supposed to be fun and also provide a more economical way to buy gifts-- only one, instead of buying gifts for everyone.
