Sorry Missdaredevil I don't really understand this sentence.
All I can do is offer a couple of alternatives in the hope that one of them is the expression you were looking for.
I defined the 'it' as an environmental issue - (used where an issue has been discussed and previously referred to as 'it', and has now been identified as one relating to the environment)
I defined it as an environmental issue. - here an issue has been raised and (probably at the same time) identified as relating to the environment.
I can't think of any other possibilities but if this doesn't answer your question, please post more details.
