The father and mother were at the head of the pack standing proud as could be.
Is it there supposed to have a *they* before as could be?

You could write it "Proud as they could be" , otherwise the "they"is understood. |

Otherwise the *they* will be unnessary as it's already understood?

It means that although you don't write "they" the reader will automatically read they into it. |
