A professor at Harvard, argues that if Iraquis can debate the new constituion and *keep their nerve*. American leaders hould do the same.

Could anyone tell me what that mean?

To keep your nerve means to stay courageous in the face of danger.

So, it means that Iraqis (leaders) are remaining brave in the face of considerable danger. The professor you are quoting says that American leaders should also remain brave and continue to support them.
