If I were pointing at a finger and describing an event in the past. If there's a girl in the picture. What *tense* will I have to use, say "She likes the park near her house." When desribing it, will I have to use it in total past tense?

You can use the present, if the picture is recent and she lives in the same place or if it is an old picture you can use the past.
e.g. This is my friend Mai Ling who likes the park near her house.
Or, This is my friend Mai Ling, when she lived in Shanghai. She loved the park near her house.
So you talk about the picture as if you were talking about the person. (Which, of course, you are)
