Tax for shopping on-line?

Just recently, I found out that there have been some proposed ideas for on-line purchases. I guess the government feels that they are losing money, because a lot of people are shopping on-line and don't pay any taxes. Do you feel like this is fair? I don't think that we should be charged tax for shopping on-line.
