Dear teachers:
It is possible for the applicant to have an opportunity at this stage to amend the present application *on his initiative* before May 20, 2004.
Does "on his initiative" mean "voluntarily"?

It means the applicant can begin to make changes to the application.
On his initiative means, It's up to him. |
