To be the "picture" of something is to be the "ideal" of that something. |

"Picture of health" or "Picture of perfect health" is a metaphor. It means appears to be in good health or good condition. Typically used for living things (people, animals, plants) and sometimes institutions; not often used for inanimate or mechanical things but could be. |
