I'd say breakfast is between 6:00 and 8:00, lunch between 12:00 and 2:00, and dinner between 6:00 and 9:00. Dinner is probably later in urban areas than in rural areas.
When it is a special occasion, such as a holiday, then "dinner" is generally used. For an ordinary day, some say "dinner" and some say "supper." I think "supper" is more of a rural thing, and I'd also guess that it is gradually losing popularity. (I grew up in a rural area and said "supper." Now I live in an urban area and say "dinner.")
