Aren�t there expenses that you can cut down on in your department as well?

I think "as well" means "also" here. It is not "same" in the sense that the same catagory of expenses that other departments have pared down. Am I right here?

Also, can "on" be omitted?

You can say, Aren't there expenses you can cut in your department, as well, also, or too?
