This forum can be viewed either with frames or without them.
What do "frames" here mean? If without frames, could this forum still be viewed?

It sounds like they are talking about using frames on a web browser. I don't keep up too much with the technology of PC's, but I think it is a software add-on for browsers.
The sentence is saying that the forum can be viewed even if you do not have frames. |
