Well, it could be both, but probably it's that, "I don't understand."
"I" feel that we didn't resolve the topic of two minutes ago, and now we are discuusing something that depends on fully understanding that.
or
Did "I" miss something a couple of minutes ago? How can we be talking about "this option" now if we decided "xyz" a few minutes ago? |

Does resolve here mean
transitive verb express a joint opinion formally: to express the opinion of a meeting formally as a consensus, after discussion and usually as the result of a vote
?

MsD, here "resolve" would not be so formal a thing. I meant it as everyone agreeing on that particular issue so that the discussion could proceed. |
