Could you please tell me what the part in the two *s. means?
( Extra question; I think "The part in the two *s. " is not correct. How can I say?)

Airi, take this with a grain of salt (= don't put much trust in this interpretation):
Apparently, making the spouse the proxy changes (or could change) a resident's period of stay. If the change would lengthen the period of stay by more than one year, and this is the first lengthening of the period of stay, then the spouse cannot be the proxy. I guess the resident is the one married to "the spouse."
It doesn't make much sense to me, though, so it must be U.S. immigration law.
Note: You could say, "the part between the asterisks" or "the part enclosed by the asterisks." |

If it is indeed the US Immigration department, you could phone their help line.
You can probably get it clarified in your own language, if necessary.
(Or you will discover how the U. S. bureacracy works.) |
