Are they the same?

No.
In the first one, someone else wants to publish your speech, and you agree to allow it.
In the second version, you personally want to publish your speech and will take steps to make it happen.

Maybe you gave such a great series of speeches, a fan asked you to publish them. At first you resisted since it was such a bother, but they asked again reeaallyy nicely pretty please with sugar on top, so finally you relent and agree to collect your speeches together and publish them in essay book form.

It's a big hit and shoots to the top of the New York Times Best Seller List. You go on a book tour and lecture circuit, become a regular on Nightline, This Week, and Fox News, and everytime you so much as break wind you get quoted as either an insightful or a controversial commentator. Very Happy

You sure are full of imagination! I got the two sentences from a Taiwanese English discussion website. I think the two are different, but was surprised to see a reply indicating otherwise.

My question to you, Bob S., is this: doesn't the second sentence can go either way, self-publishing or by someone else?

Yes, though the idea is you take some action personally, whether it is to self-publish or to submit it to a publishing company. Somebody is not doing it for you.
