Dear teachers:

(a) Who first *conceived* the idea of building nuclear power plants?
(b) Who first *conceived of* the idea of building nuclear power plants?

Does (a) have the same meaning as (b)?

Thanks luckyman. In my case, it seems that "conceive" is interchangeable with "conceive of".
