(a) To understand fully what is happening it is necessary to know why it should happen.
(b) For understanding fully what is happening it is necessary to know why it should happen.

Is (a) the same in meaning as (b)?

no need for "of" there.

but i might say instead, "*for full understanding* of what is happening, it is necessary to know why it should happen."

using understanding as a noun here.

edited: or more clearly, "for full understanding of WHAT is happening, it is necessary to know WHY it is happening." do you see the change? it means the same, just more concise.

Thanks toe. I've never thought of writing it that way. It seems that "for + n" is more natural than "for + V-ing".
