Any pond, river, lake, lagoon, ocean, etc. owned by the U.S. government is federal water.

BMO, you're providing a lot of very good answers in here lately. That's great to see!

This one is not quite right, though. Ferderal waters include all ocean waters within 12 miles (I think) of U.S. territory. I think it also includes the parts of any U.S. river that is navigable. It probably also includes any large lake that is bordered by two or more states, and any body of water on federal land (such as a national park). But mainly, federal waters concerns navigable waters.
