C recognizes the name of Chales Berger, a former bomb technician for the Police Department, who was fired under *strained circumstances*
What are the possible "strained circumstances"?

Could it be strange circumstances?
Strange circumstances would be something out-of-the-ordinary. Hard to explain, but possibly because Mr. Berger developed strange habits or personality defects that interfered with his normal job duties. Not just drinking problems, tardiness, or anything else a person is normally fired for. |

When things are strained they are not relaxed or friendly:
Relations between the two countries are strained.
They had been quarreling and there was a strained atmosphere in the room.
They divorced under strained circumstances.
Maybe this is what was meant? |
