ulterior=on the outside
ulteriro motive=
underlying motive: a second and underlying motive, usually a selfish or dishonorable one
Why is 'ulterior motive' underlying? |

The word ulterior also has the meaning of "being concealed intentionally or kept in the background",so it is not evident, it is implicit.
The two words are similar meanings,thus,
ulteriro motive and underlying motive can be used synonymously. |
