BOTH ARE TELLING US THE PURPOSE OF THE SPEAKING SO WHY CANNOT TH SECOND ONE BE USED? THANKS

I would like to know why we use the following construction:
"seldom had I ever seen such fear"> Why is the sequence adverb, verb, pronoun...is there some kind of rule? We cannot do this with "always"so does this only apply to certain adverbs of time? Why not simply say " I had seldom seen such fear">

how to start a class
I m fairly new to group teaching and have so far only dealt with one to ones. I have a group of 8 Italian tenagers to teach for 5 days, 3hours per day. Does anyone have any ideas as to how I could begin this class on the first day? Initially, of course introduction etc: but what then?
