Terms means conditions, so it means he will only deal with people if he can set the conditions (details in a contract, price, venue or so on).

This article should get them 'on-message'.

I've been working with NLP people recentlyand they're the absolute worst. I don't think even they know what they're on about.

Also, look into Shirley Taylor's books for more on the topic of plain language.
