My opinion : 1) If large modifies one, it should large.. okay But, can't it be largely ... if it modifies national? 2) What's the exact meaning of "one city or are...

But, when "whole" has the meaning of being "entire," don't we ususally say "the whole?"

For example, don't we say?
The whole city was distructed.
The whole cities were distructed

Can I use the word "whole " without 'the' ?
