gerund question

The new church is in a beautiful setting overlooking the bay.

Would you say "is overlooking" is present continuous verb
or
"overlooking the bay" is a gerund phrase in complement position?

i really like side by side for low levels, but only groups. its a little boring for one on one. and if he lives in the usa its probablly to slow. your better off making a workshop style course focusing on his needs and wants. start photocopying those online lessons!
