Most sites with free content are a waste of time, if not money! A site with 50 idioms or 20 grammar exercises is no help unless there is some grading of the language, and some logic to the content that is put up there. It's better to cough up for a site which offers everything. You have to pay for q...

You could try The Teachers' Toolkit from Educational Software Products

It creates worksheets including scrambling of letters, words, sentences, lines and paragraphs. It costs about $60 for a single user licence.
