Sounds like she has an awful Chinese accent and her American colleagues are being polite to me. Either that or she was taught by someone with a strong accent from Newcastle, Glasgow or Belfast??

That's a good summary.

Some universities will accept CAE, CPE or TOEFL (very rarely FCE), but IELTS is by far the best choice for the UK, Australia etc- not only is it accepted all over, it also has the kind of language they will need once they start studying.
