A teacher at my school in Japan has asked me about the grammar rule concerned with 'surprised'. I was surprised BY...
I was surprised AT...
Which one do you use when?

Does anyone know a difinitive rule for this?

Any help would be greatly appreciated.

It's surprised at for sure.
