Translators for Standardized tests

Does anyone have an opinion about the state providing help for ESOL students on standardized tests? Does anyone already have this in their school district? How do you handle preparing and applying these test for non-english speaking students??

As a teacher and a former bilingual aide (I'm a teacher now), my opinion is that interpreting tests for students breaks standardization. There is no way to make the test fair. Not all translators are good translators, and no two translators will translate the test the same way.
The only way to make it fair would be to translate the test ahead of time, and give it in the native language. Of course, students will do poorly if the test is in a different language than the instruction.
I really don't see any good solution to this problem.
