about meausring of EFL listening proficiency

hey, everybody. i was told to participate in a project on developing index system for measuring the EFL listening proficiency of students in my university. the students range from freshmen up to doctorate canidates, including both english and non-english majors. the dean hopes us to develop some quantitative ways to measure it. but how can i do? welcome advices and suggestions on the topic. thanks!
