TESL....is this a good certificate program? too expensive?

Is this a worthwhile TESL preparation program?

(30 hrs observation/20 hrs practice teaching)

Is this course worthwhile?
Too expensive/worth the cost?
Is this certificate (TESL) program enough to teach overseas (e.g. S. Korea or Japan)?
Would this be a good stepping-stone in the direction of pursuing a degree in Education (BEd)?
