Questions regarding certification

OK, my wife and I are seriously considering taking a TEFL course and traveling overseas to teach for a year. I am looking for some advice.

First of all, how do you know if you have a good TEFL certification program? It appears the ciriculum is very abitrary, without any standard for accreditation.

How does a TEFL certification compare to a CELTA certificate?

I could take a CELTA course for roughly the same cost as a TEFL course, but it is only offered in a handful of locations.

Also, what country would be preferable: Taiwan, China or Korea?

Bear in mind that the CELTA used to be called the CTEFLA!
