Teaching to Korean Students via Net

Hello, I have been offered a position tutoring ESL students via the web. As a requirement for employment I have been asked to supply a copy of my degree ( logical since domestic locations ask for this ) and a copy of my passport photo.

I was told that the passport photo is a requirement of the Korean government and I am curious about this. Is this a requirement or is it an identity theft scam.

Any one have experience with this. The company that wants me is located in Canada and provides tutoring to students in Korea through a government sponsored curriculum. Thoughts....
