Multi word verbs

Quick question
Is 'Looking forward to' a multiword verb, if so does 'to' take the role of a preposition in the sentence?

Does this mean any phasal verb using more than one word adjoining the verb is a multi word verb, or does it have to have verb,adverb preposition.

"Looking forward to" is a transitive verb, so it must take something after it. "To" is part of the verb. If it were a preposition, the verb would be looking forward, which could mean literally looking into the future.
A phrasal verb is a multi-word (or just two word) verb.]
Grow up ("up" is not the preposition)
Go out for the night ("out" is part of the verb.)
