ESL Penpals Wanted for Japanese Junior High School Students

I am an assistant language teacher at a Junior High School in Ibaraki-ken, Japan. I am interested in starting a penpal exchange with the students in our "3rd grade" elective English classes. They are aged 14-15 years and have been studying English a little over two years. I would prefer penpals who are students around the same age and are also non-native English speakers. I'm a teacher in the NEtherlands, in Voorhout and I work at a technical secondary school. My pupils (almost all boys) are 15-16 years old, and I'm also looking for a group of e-mail correspondents. My group has 24 pupils, they are also 3rd grade and elementary level, they have been studying English for 2 years as well. I'm also an ALT at a Japanese Junior High School. I have two 3rd year (15 years old) girls asking me to find them native English speaking penpals. From their English ability, i think it would work best with students who are studying Japanese as well. That way they could both either read or write in their own language. This would be snail-mail rather than email as well.
