Effectivity of the Curriculum

Hi, Everyone! I have been tasked to spearhead the curriculum development of our school. I would just want to ask your opinion on the "effectiveness of a curriculum". When do we say that the curriculum is effective or superior? I have read in books the the effectivity of a curriculum is centered on forming the "ideal graduate". How about you guys, do u agree with this opinion?
